ABF & The Livestock Transportation Coalition. 

ABF has been working as a member of the Livestock Transportation Coalition and we are very grateful to have "bee haulers" included as part of the livestock coalition.  The coalition has asked the Department of Transportation and the Federal Motor Carrier Safety Administration for a delay in implementation of the Electronic Log Device (ELD) requirements scheduled to go into effect in mid December as well as a limited exemption from some of the regulations.  The major reason for this request is that there are many questions surrounding the ability of ELD's to address the current HOS exemptions granted to transporters of livestock and bees.

While we are optimistic about our chances of obtaining a delay, the bigger long term issue is the limited exemption from some HOS regulations, and the coalition is considering one or a combination of the following:

  •  Allow livestock haulers to use the entire 14 hours of on-duty time for livestock transportation
  • Allow livestock haulers to use a flexible split sleeper berth provision, which would allow rest time to be split in at least three parts with 2 hour minimum periods of rest.
  • Apply the 150 air-mile exemption to the back end of a haul

At this point we believe that for bee haulers the flexible sleeper berth provision would not be as valuable as either allowing drivers to use the full 14 hours of on duty time for driving or the 150 air mile exemption at the back end of the haul.
